The Eighth Pay Commission is eagerly awaited by people. Its impact is not just on government employees, but also on investors. Because when government employees' salaries increase, consumption in the market rises, and our companies also perform well and earnings increase for companies, then the stock market also performs well. So, in this post, we will see when the Eighth Pay Commission might be implemented. What proposals have different employee associations made, and based on historical data, what can be reasonable expectations?

What is Pay Commission?
Let's first understand what exactly this Pay Commission is, why it is important, and some important dates. You see, the Pay Commission is a government-appointed body that recommends our government salaries every 10 years. It mainly recommends salaries for Central Government employees, which directly impacts 5 million Central Government employees and also 6.5 million pensioners. But along with that, State Governments also, based on the Central Government's guidelines, whatever recommendations are given, on that basis they also decide the salaries of their State Government employees. Now the question arises, what are the important dates? The first important date here is January 1, 2026, from when the Eighth Pay Commission is going to be effective. But we all know that we are sitting here in October 2026. All employee associations and organizations have submitted their recommendations by June 15, 2026. So that is our deadline. Then by mid-2027, the commission will submit its report to the government. By late 2027, we can expect cabinet approval and along with that, the pay commission's implementation. This means that the arrears from the last two years will be paid to government employees all at once in late 2027. So this means a significant amount of money will come into the hands of government employees in late 2027 or early 2028.

Fitment Factor
Now, look, the question arises: how are these salaries decided? They are not decided by some random number. They are decided by the fitment factor. And how is the fitment factor decided? It's based on how much money is needed today? For basic minimum living in metro cities or is how much money is needed today? For basic minimums in metro cities or in our other cities for a family to live. So this fitment factor applies to the basic minimum pay. Above that, our other allowances are based on the basic pay itself. So actually, this fitment factor is what determines our final salaries. And we will discuss this fitment factor in a little more detail. The new basic pay will be calculated by multiplying the fitment factor once it's determined, by the current basic pay. So our new basic pay will be derived. For example, in the Seventh Pay Commission, the basic pay minimum, meaning the lowest level for government staff, was ₹7,000. The fitment factor that the government decided for the Seventh Pay In the commission, it was 2.57. Multiplying this, the basic minimum pay became ₹18,000 from 2016. On top of this, our other allowances are added, such as HRA, travel allowance, etc., and many other allowances. So, this fitment factor decides our basic pay and the rest of our allowances, like HRA or transport allowance, they are all factors of the basic pay anyway. So, basically, this fitment factor itself decides what our salaries will be. So, here, the important point now is what kind of recommendations various organizations have given.

So, here, if we look at the proposal from the Indian Railways Technical Supervisors Association, they have given recommendations for this basic pay, grade-wise. So, you see, government staff have different levels. The clerical level we have, the administrative, which is the lowest level, is between Level One to Five. So, the fitment factor proposed here is 2.92. And the highest level of government, Level Seventeen to Eighteen, as they call it, which generally includes IAS officers, Cabinet Secretary, and Secretary level personnel, for them, a fitment factor of 4.38x has been recommended. In fact, some people are saying that this range has been reversed. Actually, the lowest skilled staff should receive a bit more basic pay comparatively, and here at the highest level, the recommendation has become too high. But nevertheless, the different organizations have also proposed a single factor. I'll show you that now. Let me show you. But if we look at this, you'll see that even at the lowest level, if we take a factor of even 2.98x, then the minimum basic pay of 18,000, as of today, becomes ₹52,560. And if we look at this proposal at 4.38x, at the highest level, then the basic pay of 2.25 lakhs as of today goes up to around ₹10 lakhs. But does the government actually accept these proposals as they are? No, absolutely not.

Firstly, let's take a look at what the other unions are demanding. Here you will see that the different staff unions or associations have demanded a fitment factor of three to four. For example, you can see this for the defense forces(AIDEF). They have recommended around 3.83. The association for postal officers(FNPO). They have recommended between three and 3.25. Then the All India Trade Union, Congress(AITUC) has proposed a minimum fitment factor of three. But if we look historically, out of all the recommendations that come, the government on average cuts 30 to 35%.

You'll see in the Seventh Pay Commission, a demand was made for a fitment factor of 3.7x to 3.96x. But what was finally approved was 2.57x. Today, for the Eighth Pay Commission, demands are coming in for 3x to 4.38x. Here too, we can expect a cut of 30 to 35%. If we do that, then on average, I think it could settle somewhere between 2.5x and 3x, our fitment factor. So, if we take the current basic salary of ₹18,000 and multiply it by 2.5, it would be between ₹45,000 and ₹50,000 for the basic salary. even for the lowest level employees. Above that comes our HRA. If you live in a metro city, then a minimum of 27% HRA is applicable there. Transport allowance and other allowances are also added. So our salaries, government employees' salaries, can increase significantly. Two and a half to three times, whether it's at any level.
